Blue Light Effect
In this tutorial you will learn how to make a blue light effect on any
picture, I have selected a beautiful picture to make this effect, all the steps
are necessary to make this effect as given in this example
Step 1: Take a picture to make this effect as here.
Step 2: Select foreground color "#15347a" and take a new layer then
fill foreground color in the new layer.
Step 3: Now make setting of the blending mode "Normal" to
"Hard Light" the picture will look like this.
Step 4: Give lighting effect, go to Filter menu > Render > Lighting
effect, and make settings as here.
