High Contrast Effect
In this example you will learn how to make high contrast some part of the
picture, it is very easy to make and learn follow this example to make yourself.
Step 1: Take any picture and make this effect on.
Step 2: Select Polygonal lasso tool ( L key) and make selection then take a
new layer and fill white color.
Step 3: Now give blur effect, go to Filter menu > Blur > Gaussian blur
and set radius as given here.
Step 4: Now change blending mode of the layer as here.
